An historical view of Federal Medicaid policy with a view toward increasing consumer access to HCBS home and community-based services in lieu of inpatient nursing facility stays. The demand for home and community-based services will grow in light of the increasing numbers of seniors, those with chronic illnesses and those living with disabilities.
